We feel anxious, however, when we hear that hospitals have some of the deadliest germs and viruses, mistakes are made rather routinely, and that staff are overworked. Today it was reported in the news that Torrance, Claifornia’s Harbor-UCLA Medical Center has failed to keep its operating rooms clean and safe and to protect its patients from possible infection, according to federal inspection reports recently released.<br />
Anna Gorman, reporting for the Los Angeles Times, posted a piece on this story called, “Harbor-UCLA Medical Center cited for safety violations,” October 29, 2011.<br />
Gorman writes that inspectors discovered “rooms that had holes in the ceilings or that were dusty and cluttered. Operating rooms were kept at the wrong humidity level, which can lead to the spread of germs, the reports said. Hospital staff members also weren&#8217;t washing their hands according to policy.”<br />
&#8220;The hospital failed to maintain a sanitary environment for the provision of surgical services,&#8221; the reports said. &#8220;This could lead to contaminated surfaces in the operating room and the spread of infection</p>

			<content:encoded><![CDATA[<p>The Angeles Crest Highway officially reopened after closure to traffic for two years to the delight of local motorists.  The Station Fire in 2009, the worst recorded wildfire in Los Angeles history, had caused serious damage to the highway necessitating repairs.  The structure of the roadway had been seriously impaired by washouts that resulted from the complete scorching of plants that normally support the soil on either side of the highway.  Gaps in the road were enormous with one washout measuring 200 feet deep.</p>
<p>The new of the reopening thrilled many Los Angelenos who had been hoping to have this popular and often-used roadway through the mountains reopened for their convenience.  The roadway was touted to have new safety features according to the California Department of Transportation (Caltrans).  However, the Angeles Crest Highway has recently been the site for a recent rash of accidents.  Some are wondering whether this newly rebuilt and supposedly safer highway might actually be more dangerous despite its new design.</p>
<p>Three motorists lost their lives on this stretch of highway within weeks of its reopening.  All three accidents were single-vehicle accidents:  two automobile accidents and one motorcycle accident occurred.  Within mere months, there were two more collisions resulting in fatalities.  Again, both accidents were single-vehicle accidents.  In one, the driver hit the side of a mountain while drive around a curve.  In the second accident, the driver of an automobile drove off the side of a cliff.  Within two months, this stretch of roadway had a death toll of five.  One of these accidents did involve alcohol.</p>
<p>While the California Highway Patrol and Caltrans state that accidents occurring on this roadway have been the fault of the drivers, the roadway will still be assessed for safety issues.  The investigation is standard procedure with the occurrence of a deadly accident.  While it is easy to assume that the driver is at fault in this type of accident, too-often there are environmental factors and road conditions contributing if not causing the accident.  Safety features, however well researched, sometimes fall short of the protection they are supposed to provide.  Guardrails in particular should be investigated in accidents where the vehicle left the road.  While they look sturdy, guardrails may sometimes be too low or contain too few posts to actually retain an automobile as intended.</p>

An interesting and telling article was published a couple of years ago in the new York City based newspaper that we all know, the New York Times, under the title, “ Violations Reported at 94% of Nursing Homes,” written by Robert Pear, it appeared September 29, 2008.<br />
All in all, the article in question said that more than 90 percent of nursing homes were cited for violations of federal health and safety standards in 2007. It said that for-profit homes were more liable to have problems than non-profits, and even government-affiliated real estate homes, according to federal investigator. Whether we are talking about New York City or <a href="http://www.mauiestatesonline.com">Maui real estate</a><br />
 the situation is rather dire indeed. In fact I foresee a day when the lawyer general may get more involved in the problem.<br />
Robert Pear quoted the report as stating that roughly 17 percent of nursing homes had problems that caused “actual harm or immediate jeopardy.” The report was provided by the inspector general of the Department of Health and Human Services, Daniel R. Levinson. Better upgrade those insurance policies.<br />
Apparently some of the problems identified ranged from infected bedsores, medication mix-ups, poor nutrition, to abuse and neglect of patients by the staff. Further, Pear wrote that inspectors received 37,150 complaints about conditions in nursing homes in 2007. Thirty-nine percent of them were substantiated, according to the report, and about one-fifth of the complaints confirmed by federal and state authorities included abuse or neglect of patients.<br />
Pear adds that the inspector general states that 94 percent of for-profit nursing homes were cited for deficiencies in 2007, 88 percent were nonprofit homes, and 91 percent were government nursing homes.<br />
Pear quoted inspector general Levinson as saying, “For-profit nursing homes had a higher average number of deficiencies than the other types of nursing homes&#8230;..” Some of the places in San Diego, for example are so bad you don&#8217;t even know.A friend of mine who is a <a href="http://www.plasticsurgerysandiego.com">san diego plastic surgeon</a> was telling me about it.<br />
In a discovery that seems obvious and intuitive, Pear reports that researchers have shown that people get better care at homes with a higher ratio of nursing staff members to patients. Duh.<br />
Pear reported that the inspector general said there were some instances where the homes billed Medicare and Medicaid for services that were not actually provided, or were so completely poor that they “amounted to no care at all.”</p>

<p>Yesterday, December 16, 2009, Doherty wrote that the City Council in Los Angeles did not vote on new regulations for medical pot dispensaries, following many weeks of debate mostly covering questions of how many dispensaries will be allowed and where. Spokesman Farrah Emami of the Orange County District Attorney’s Office stated that the victims were insurance companies and consumers in the scam. All in all, the insurance firms were billed about ten million dollars and made payments in excess $2.5 million for the patients recruited by Toscano, who made $770,000 in false surgery scam.
